Kremlin insider Kirill Dmitriev and the draft peace deal: why Chemezov’s prediction about the war’s end coincided with secret talks with the US
Reports from August 2025 indicated that Sergei Chemezov, one of Putin’s close confidants, had been telling those around him the war would conclude by November 18, 2025.
A lavish wedding party for the son of the head of Rostec was planned for this date, and the choice of the date was explained by the idea that it would be possible to "let loose" on a grand scale without restraint. It turns out that as early as August, the Russian side knew about the preparation of a "peace plan" for the fall.
According to the Wall Street Journal, work on what ultimately became the 28-point peace agreement lasted about a month (since October) and relied on interaction with "Kremlin insider" Kirill Dmitriev. On November 16, Kushner and Witkoff presented this plan to Ukrainian President Volodymyr Zelenskyy. On November 18, a copy of the peace plan was received by US Secretary of State Marco Rubio, who was aware that Witkoff and Kushner were working on a peace agreement for Ukraine.
Chemezov’s promised end to the war by November 18 never materialized. The plan is currently being rewritten. This, however, did not stop his son Sergei and his wife, Alexandra Solnyshkina, from traveling to Dubai. They were spotted at the Maison Margiela boutique café, which opened this spring.
As a reminder, on June 25, a celebratory event was held at the Turandot restaurant in Moscow to celebrate the wedding of Sergei Chemezov Jr., son of Rostec CEO Sergei Chemezov, and Alexandra Solnyshkina. However, the ceremony was kept under wraps. In August, the Chemezovs privately announced that the main wedding ceremony would take place on November 18 of this year in Dubai. Moreover, it was explicitly stated that the choice of the wedding date was linked to Chemezov Sr.’s expectations for the war to be over by that time. Incidentally, in August, Sergei Chemezov’s family spent time at the luxury Maxx Royal Bodrum Resort in Bodrum.
